NEWPORT FAMILY & CHILD OPPORTUNITY ZONE GOVERNANCE AND MANAGEMENT
 
In July 2009, the NFCOZ Governing Board voted to become a program of East Bay Community Action Program (EBCAP). 
The NFCOZ recognized the value of working as part of a larger, established organization for long term sustainability. 
Through this formalized relationship, we are able to provide better, more comprehensive services to families and individuals through the breadth of services available through EBCAP and we have the opportunity to better integrate the range of services we offer. We are stronger financially with more efficiency in fund management and fund development.  EBCAP supports the NFCOZ by providing assistance in the areas of long range strategic planning; public relations, marketing and fund development; human resources and fiscal compliance and reporting; information technology; staff development and supervision of the NFCOZ director; and succession planning.  As a small organization, we do not have the resources available to develop these types of supports.  More of our resources can go into providing services to promote school success and build strong families and less of our resources will be used to manage our organization. 

The NFCOZ has a current set of By-laws that govern our work and a management agreement that defines our relationship with both Newport Public Schools and EBCAP.  NFCOZ funds are managed by the finance office at East Bay Community Action Program. 
 
The NFCOZ continues maintain an active Governing Council that oversees the operation of the program.  The Governing Council meets at least nine times per year and consists of members of the business community, social service community, district personnel, principals of the CLC schools, parents, a school committee member, a fiscal agency representative from EBCAP, and members of the community at large.  Newport Public Schools actively supports the NFCOZ with facilities, technology support, phone access, utilities, and programmatic direction.
